I live in Stow MA and am served by a municipal light plant, Hudson Light & Power.  Our MLP 
does not provide net metering for solar installations.  Nonetheless, in a small town of about 
2,000 households we already have approximately 100 homes which have installed solar.  The 
financials have worked because these homes qualify for the SREC program.
 
The proposed Next Generation Straw Proposal would eliminate this incentive for MLPs and not 
replace it with another program.  This would have the effect of making residential, commercial, 
and utility scale solar not financially viable for customers of our utility and I believe this would 
also be the case for most other MLPs.
 
I understand that MLPs are not required to meet the RPS solar carve-out and do not purchase 
SRECs under the existing program.  However, I also believe it is unfair and unwise to prevent 
MLP customers from installing solar by eliminating the program that enables it to be 
economically viable.
 
I urge you to incorporate MLP customers in the Next Generation Solar Program and not 
eliminate the significant contribution MLP customers can make to the goal of increasing clean 
energy.
